MC Officers Makeup

 

This is just an example of  makeup of a typical MC club and of the officers. This is not the makeup of any particular group or club. We merely provided this as example of typical MC and the information was obtained from varies clubs across the nation and web sites. Every club has it's unique differences and sometimes even chapters within a club may vary.
 
 

Principal Officers and Duties:

 

President:

The President has two position within the club one being the Chairman of the Executive Committee and the Chief Executive Officer of the club chapter.  All matters concerning relations between the club and any outside persons or organization should be directed to the President for appropriate action.  The President is responsible for controlling all meetings and keeping order or whomever he delegates to assume the Chair at all chapter meetings. Sergeant-at-Arms may aid in keeping order if it is needed.  The President or whomever he turn Chair over to, may not make or second any motion, and normally only vote in situations where there is a tie vote, or on ballot questions.

 

Vice President:

The Vice- President is the Second-in-Command to the President, and shall assume all responsibilities and duties of the President in their absence. The Vice-President shall act as an intermediary between the President and the Members and Prospects and coordinate all committees as well as supervise plans for all club events and rides. Questions or comments concerning any club business not specifically related to the duties of the other officers should be brought to directly to his attention.

 

Secretary:

 The responsibility of the Secretary is to keep all club chapter records, membership list, Chapter Bylaws, Rules of Order, Standing Rules, Records of all committee appointments, all written reports, copies of all correspondence between the club and any outside person or organization, and meeting minutes.  He is also responsible for calling roll at the meetings and Active Members of special or emergency meetings, as well as notify them of any appointments or elections in their absence.

 

Treasurer: 

This position is often combined with sectary and they would assume all the responsibilities listed below. The Treasurer keeps all the funds of the club chapter as well as all un-issued Club Colors and Patches. the Treasurer will keep a  record of colors, patches, or reproductions that are issued to members.  They will also take care of funds that are paid out for expenses for club business as described in club By-Laws and rules. They will be required to maintain a balance statement for all club income and expenses.  They will be required to report the fiscal status of the club at each regular meeting and provide financial records if called for as well as keep records of dues on each members of the club.  They must submit a written annual report to the Executive Committee at the Annual Meeting.

 

Sergeant-at-Arms:

The Sergeant-at-Arms is responsible for ensuring that the Bylaws and Rules of the club are not violated.  He has many duties during meetings and on rides and probably has one of the hardest job if not the most difficult job of all the officer. It is his responsibility to insure that the orders of the Executive Committee are carried out in an speedy manner as well as policing and keeping order at all club events, except as noted under the Duties of the Chairman.  He may ask members to assist in keeping order on their own authority.  He has the responsibility to the club to report any bad behavior or problem incidents to the Executive Committee.  He has the authority and can secure any patches or colors from any member who retires, resigns, or is expelled. He responsible for the safety and security of the club, as well as the protection and defense of its members and prospects.  He should keep and maintain a record of all data pertaining to the safety and security of the club and it’s members and prospects.  He should immediately report any and all threats he perceives to the club, its members or Prospects, weather real or not to the Executive Committee.

 

Road Captain:

The Road Captain is responsible to do research, planning and organization all rides. Planning will include stops for fuel, food and rest. He shall rank act as ranking club officer during actual time on the road or at intermediate stops during a ride, deferring only to the President or Vice-President if either of them are present, and only then for matters involving persons outside the club. He is responsible to check all bikes for ride worthiness and has the power to send a rider home with a bike that can be consider a danger to the group or other riders. He shall supply the Secretary with any information required to notify outside agencies of impending club rides in a timely manner.

 

Tail Gunner:

Not all clubs will have a Tail Gunner and often he will not serve on the Executive Committee. His responsibility will be to work with Road Captain on rides to assure the safety of members. He will also stop with any members that may have trouble with bike and assist the member in getting bike running or getting assistance to the member.

 

 

 

Eligibility:

Any active full patched member may run for office. Most clubs will not allow a prospect or probate to hold any positions. Nominations are not required to run for any principal office.  Any active member may become a candidate stating their intention or desire to become an office at the next election date which is often stated in by-laws when election date will be. In most clubs this occurs around October or November during a monthly meeting. Member are not allowed to run for more than one office position at a time.

 

Elections:

Elections of officers often happen from October to December during a monthly meeting.  This is allow for an orderly transition of administrative officers and often newly elected shall assume office at the Annual Meeting.  All principal officers shall be elected by a majority vote.  No member will be allowed to hold more than one officers position at a time and if seen wearing two officers patches will be ask to remove it on the spot.

 

Special Election:

If an elected officer were unable to perform his duties for what ever reason a special election can be held at the next monthly meeting to fill that position.

 

Term of Office:

Officers typically hold those positions for one year but we have heard of instances where some clubs allow for officer to hold his position for longer periods once elected.

 

Executive Committee:

The Executive Committee will often be a minimum of 3 of the top officers. Typically this will be your President, Vice President and Secretary/Treasurer. Some clubs will have the Secretary and Treasurer separated, with a different person holding each position and both normally will serve on the Executive Committee. Often a club will have 5 serving on Executive Committee with the Sergeant-at-Arms serving on the Committee as well.  The Road Captain shall serve on the Executive Committee as a non voting member, except while serving as an alternate but is often rare. We want to remind you this is just an example and may vary with each club.

 

Impeachment:

Any active member may submit a writ of impeachment against any officer at the next monthly meeting.  The charges must be listed in the writ and signed by at least 3 active members of the club.  Before an impeachment vote can be cast all active members within the chapter must be informed of the writ and it's content. At this meeting a special meeting will be setup no less than 3 days and no more than 7 days after the monthly meeting to allow the officer in question the opportunity to prepare a statement concerning the charges against them. Prospects will not be allowed to attend these meeting unless they are being called as a witness or give testimony to support the writ or to support the officer in question.   In order for impeachment to take place a 2/3 majority vote of all active members will be required to impeach an officer. Once officer has been impeached see above for special elections to replace an officer. Once an officer has been impeached the remaining officer would setup another meeting within 7 days to decide on any further disciplinary actions if needed.
